Budget and Taxes!

 

Several weeks ago when I produced the budget recommendation required by the charter I explained the revenue challenge the town was facing in the 2020 fiscal year. A forecasted reduction in state aid to education and the continuing impact of the National Grid tangible tax debacle by themselves are difficult to overcome. Working through the details of revaluation also complicates the tax calculation process. As an engineer, I have been trained to develop a good description of a problem to design a reasonable solution. The budget proposal I provided and the recent advertisement of the possible tax rates are indeed the straight and strict image of the problem from a simple application of the funds needed to tightly fund each department while applying the impact of revaluation where the value of residential property grew at basically twice that of commercial and enduring the loss in tax base from National Grid and others. Since producing those documents we have continued to work on the National Grid filings, to refine budget lines and consider rate adjustments while still awaiting final aid numbers from the state. Our finance team and I will continue to analyze options with objective to make short and long term decisions that are as reasonable as possible to every tax payer. It is likely that there will be multiple adjustments before this all wraps up with final action by the town council late this month.

Make A Plan Today!

Your family may not be together if a disaster strikes, so it is important to know which types of disasters could affect your area. Know how you’ll contact one another and reconnect if separated. Establish a family meeting place that’s familiar and easy to find.

 

Step 1: Put together a plan by discussing these 4 questions with your family, friends, or household to start your emergency plan.

  1. How will I receive emergency alerts and warnings? Do you have NIXLE and CODE RED?
  2. What is my shelter plan? In place shelter or our community shelter (do you know where it is?).
  3. What is my evacuation route? We have a map on our website (www. nsema.org)
  4. What is my family/household communication plan? Is it verbal, printed or on your computer or tablet.

 

Step 2: Consider specific needs in your household.

As you prepare your plan tailor your plans and supplies to your specific daily living needs and responsibilities. Discuss your needs and responsibilities and how people in the network can assist each other with communication, care of children, business, pets, or specific needs like the operation of durable medical equipment. Create your own personal network for specific areas where you need assistance. Keep in mind some these factors when developing your plan:

  • Different ages of members within your household
  • Responsibilities for assisting others
  • Locations frequented
  • Dietary needs
  • Medical needs including prescriptions and equipment
  • Disabilities or access and functional needs including devices and equipment
  • Languages spoken
  • Cultural and religious considerations
  • Pets or service animals (we have a pet plan on the town website) (one for farm animals too)
  • Households with school-aged children

 

Step 3: Fill out a Family Emergency Plan

Download and fill out a family emergency plan or use them as a guide to create your own.

 

Step 4: Practice your plan with your family/household bi-yearly or yearly.

      There is a saying "Practice Makes Perfect"

WHAT IS IN YOUR PET PREPAREDNESS KIT?

 

In honor of National Pet Preparedness Month, North Smithfield Emergency Management and Homeland Security, Northern RI REACT and North Smithfield CERT is encouraging area residents who are pet owners to create an emergency preparedness kit for their pets to ensure complete family readiness during an emergency or disaster.

“Emergencies and disasters come in many forms and could require you to leave your home for an undetermined amount of time,” said Colonel Peter E. Branconnier, director of Emergency Management and Homeland Security.

“Remember, if it isn’t safe for you, it isn’t safe for your pets, so it’s important to include your pets in your readiness plan.”

To create a pet preparedness kit, ensure the following items are readily available in a safe location:

•   Pet food, water and bowls 

•   Pet carrier, leash and collar

•   Photo of your pet or ID and a photo of you with your pet

•   Immunization, veterinary records and pet medications

•   First Aid Kit

•   Contact list of pet-friendly hotels, veterinarians, and out-of-town friends and family

•   Toys, rope and sanitation bags

Senior Services, Inc. has provided services to seniors and adults with disabilities residing in Northern Rhode Island since 1975, in accordance with the Congregate Meal Program financed through a grant with R.I. Department of Elderly Affairs. Senior Services, Inc. provides nutritionally balanced lunches five days a week at our meal sites throughout Northern R.I.

Senior Services, Inc. offers activities, entertainment, computer classes, Alzheimer's Disease Support Groups, and Wellness programs, which include a weekly blood pressure clinic and exercise classes.

 

Senior Services, Inc. also offers an Adult Day Care Program ("A Home for the Day"), and a Community Information Specialist who can provide information on eligibility for all state and local programs, including RIPAE.
