My message this week is a question instead of a statement or explanation of any ongoing activity. I am expecting our budget discussion to be even more difficult than normal this year. As we start that process, I am curious to hear what many people think, and not just a few. Should our focus be just on how taxes increase or decrease, or should it be on assurance that we are doing the things we must do, within reason, to provide the value people expect? Do we focus on the tax and drop our commitment to funding long term obligations? Do we “save” by not paving roads again? Or do we continue our effort to control cost of long-term obligations and maintenance of facilities despite the impact it will have on taxes? More simply stated, is the focus just the tax or should it be delivering the actions that are needed to reasonably maintain the town? Please don’t hesitate to share your thoughts by reply to this email or to my office email at This email address is being protected from spambots. Recycling Event

RIRRC will be hosting an ECO-Depot on Saturday March 30, 2019 from 8:00 AM to 1:00 PM at our Highway Garage, 281 Quaker Highway. We will host an ECO-Depot, Shredding, and E-Waste event.

 

Eco-Depot is a free service for properly disposing of household hazardous waste from RI households. Household hazardous waste is anything labeled with a skull and crossbones, or words like 'toxic', 'poison', 'flammable', 'combustible', etc. Examples include mercury devices, automotive fluids, fertilizers, pesticides, pool chemicals, and polishes. For more information please visit www.rirrc.org.

 

On the same day, Resource Recovery will host a free shredding event during the scheduled Eco-Depot collection. Residents who want to shred sensitive personal (i.e. not from a business) documents can bring up to a limit of two, banker box —free of charge. As a reminder, a sensitive or confidential document is one that contains a unique, identifying number that can be traced directly to a specific person, and which cannot be found readily through public searches. For example, a person’s name and address is not considered sensitive, confidential information.

This special event is available free of charge to Rhode Island residents only. Appointments are not required. Note: once the shredding truck is full, we cannot accept further material for shredding. For this reason, shredding services are on a first come/first serve basis.

 

 

Indie Cycle, LLC will accept all electronic items including computers, laptops, monitors, televisions, routers, PDAs, cell phones, mice, keyboards, ink-jet printers, toner cartridges, CD/DVD players, radios, cameras, network equipment, wires, stereos, speakers, telephones, microwaves, small household appliances, and acid lead batteries such as auto/marine and back-ups.

A $10 disposal fee will be charged for laser-jet printers, air conditioners, dehumidifiers, and other coolant-containing devices.

Saturday hours at our Highway Garage, 281 Quaker Highway will be from 8 am - 1 pm FOR THIS EVENT ONLY. Residents are welcome to bring yard waste or accepted recyclables. The town offers free drop off for rigid plastic and scrap metal items as well as used motor oil.

Important Reminder from NSFR!

Spring Season = Change your clocks.

Change your clocks = Change the batteries in your smoke and carbon monoxide detectors.

While we may not be out of the woods yet with winter, spring into the warm weather by changing the batteries in your smoke and carbon monoxide detectors and test them for reliability. In addition, smoke and carbon monoxide alarms have expiration dates. The rule of thumb is, 10 years for smoke alarms and 7 years for carbon monoxide detectors. As always, follow manufactures specifications for replacement and maintenance of smoke and carbon monoxide detectors.

We would also like to recognize everyone in the town's business community. In 2018, businesses throughout North Smithfield did an excellent job when it came to fire safety. Business owners in town take great pride in keeping their establishments safe from all hazards and it certainly does not go unnoticed by our Fire Prevention division. Again, thank you for another safe year and keep up the great work!

April is Autism Awareness month. So, beginning April 1st, 2019, the North Smithfield Police Department will be selling Autism Awarenes Police Patches. The patches will cost $10.00 each and the proceeds will be donated to The Autism Project located in Johnston, Rhode Island. Please show your support by purchasing an Autism patch. Patches can be purchased at the North Smithfield Police Department. We're always open, so stop by and get your Autism Patch and help us support this great organization. It's time to start decluttering and get ready for our annual North Smithfield Town Wide Yard Sale, benefiting the NS Food Pantry.

 

Residents can participate by holding an individual or multi-family yard sale at their homes. When they register with the Town Clerk, their location will be listed on the Town Web Site and in publicity, so that interested shoppers will have their location.

  

Residents who want to take part must go to the Clerk's office at the Town Annex at 575 Smithfield Road to obtain a yard sale permit for $5.00. Residents are encouraged to make a contribution to the town's Food Pantry at the same time. Yard sale addresses will be listed for permits obtained before Noon on Friday, May 24th, 2019.

TOWN OF NORTH SMITHFIELD

RABIES CLINIC/DOG LICENSING

 

The Town of North Smithfield will host a rabies clinic on Saturday, April 6, 2019 from 1:00 pm to 2:30 pm at the North Smithfield Fire & Rescue Service Station #2 (Primrose), 1470 Providence Pike. (Dogs must be restrained, cats must be in cages.) The fee for the rabies shot is $11.00; CASH ONLY. Proof of previous rabies vaccination must be presented or only a one-year vaccination will be given.

 

Dog licenses will be available at the clinic and may also be obtained at the Town Clerk's office, located in the Municipal Annex, 575 Smithfield Road, Monday through Wednesday 8:00 am to 4:00 pm, Thursday from 8:00 am to 7:00 pm, and Friday from 8:00 am to 12:00 pm. The fee is $6.00. Proof of immunization is required for licensing. All dogs must be licensed by April 30, 2019 to avoid a late registration fee of $5.00.

 

 

The Next 2018 Tax Bill Is Due

Please be aware ALL bills are due on the date listed on the bill stubs.Because there are no complications with auto taxes or budget timing this year, we are back to our regular billing cycle and due dates.

ALL YOU NEED TO KNOW ABOUT TORNADOES

 

 

Tornadoes can’t happen here! Remember the EFO that hit Slatersville in 1986? Just several months ago a tornado hit North Providence and Lincoln. It could be a big wind storm as we have been having lately or just straight line winds. Whatever the event, here are some tips to remember.

Tornadoes

Tornadoes can destroy buildings, flip cars, and create deadly flying debris. Tornadoes are violently rotating columns of air that extend from a thunderstorm to the ground. Tornadoes can:

  • Happen anytime and anywhere;
  • Bring intense winds, over 200 MPH; and
  • Look like funnels.

 IF YOU ARE UNDER A TORNADO WARNING, FIND SAFE SHELTER RIGHT AWAY

  • If you can safely get to a sturdy building, then do so immediately.
  • Go to a safe room, basement, or storm cellar.
  • If you are in a building with no basement, then get to a small interior room on the lowest level.
  • Stay away from windows, doors, and outside walls.
  • Do not get under an overpass or bridge. You’re safer in a low, flat location.
  • Watch out for flying debris that can cause injury or death.
  • Use your arms to protect your head and neck.

HOW TO STAY SAFE WHEN A TORNADO THREATENS

Prepare NOW

  • Know your area’s tornado risk. In the U.S., the Midwest and the Southeast have a greater risk for tornadoes.
  • Know the signs of a tornado, including a rotating, funnel-shaped cloud; an approaching cloud of debris; or a loud roar—similar to a freight train.
  • Sign up for your community’s warning system. The Emergency Alert System (EAS) and National Oceanic and Atmospheric Administration (NOAA) Weather Radio also provide emergency alerts. If your community has sirens, then become familiar with the warning tone.
  • Pay attention to weather reports. Meteorologists can predict when conditions might be right for a tornado.
  • Identify and practice going to a safe shelter in the event of high winds, such as a safe room built using FEMA criteria or a storm shelter built to ICC 500 standards. The next best protection is a small, interior, windowless room on the lowest level of a sturdy building.
  • Consider constructing your own safe room that meets FEMA or ICC 500 standards.

Survive DURING

  • Immediately go to a safe location that you identified.
  • Take additional cover by shielding your head and neck with your arms and putting materials such as furniture and blankets around you.
  • Listen to EAS, NOAA Weather Radio, or local alerting systems for current emergency information and instructions.
  • Do not try to outrun a tornado in a vehicle.
  • If you are in a car or outdoors and cannot get to a building, cover your head and neck with your arms and cover your body with a coat or blanket, if possible.

Be Safe AFTER

  • Keep listening to EAS, NOAA Weather Radio, and local authorities for updated information.
  • If you are trapped, cover your mouth with a cloth or mask to avoid breathing dust. Try to send a text, bang on a pipe or wall, or use a whistle instead of shouting.
  • Stay clear of fallen power lines or broken utility lines.
  • Do not enter damaged buildings until you are told that they are safe.
  • Save your phone calls for emergencies. Phone systems are often down or busy after a disaster. Use text messaging or social media to communicate with family and friends.
  • Be careful during clean-up. Wear thick-soled shoes, long pants, and work gloves.

Senior Services, Inc. has provided services to seniors and adults with disabilities residing in Northern Rhode Island since 1975, in accordance with the Congregate Meal Program financed through a grant with R.I. Department of Elderly Affairs. Senior Services, Inc. provides nutritionally balanced lunches five days a week at our meal sites throughout Northern R.I.

Senior Services, Inc. offers activities, entertainment, computer classes, Alzheimer's Disease Support Groups, and Wellness programs, which include a weekly blood pressure clinic and exercise classes.

 

Senior Services, Inc. also offers an Adult Day Care Program ("A Home for the Day"), and a Community Information Specialist who can provide information on eligibility for all state and local programs, including RIPAE.
