travelling west on Cass Ave. when he noticed a vehicle travelling east on
Cass Ave. with Rhode Island Registration and a Massachusetts Inspection
Sticker.

On June 2, 2014 at approximately 5:45 PM Officer Patrick McGourty was
travelling west on Cass Ave. when he noticed a vehicle travelling east on
Cass Ave. with Rhode Island Registration and a Massachusetts Inspection
Sticker.  Officer McGourty turned his cruiser around in an attempt to make a
traffic stop of that vehicle.  As he approached the vehicle on Cass Ave he
observed a passenger in the vehicle exit the vehicle and flee on foot.
Officer McGourty conducted a traffic stop of that vehicle in the CVS parking
lot and requested other patrol units check the area for the subject that
fled from the vehicle.  The operator of the vehicle, Myles Connor, was cited
for Operation Unregistered Vehicle, Operating without evidence of Insurance
and Inspection Sticker Required.

        Detective Sergeant Kevin Greenough conducted a traffic stop in the
area of Trudeau's Auto Body on Cass Ave. The passenger in the vehicle, John
Garcia, fit the description of the subject that had fled from the vehicle
Officer McGourty had stopped just prior.  Upon contact with the occupants of
the vehicle, officers noticed narcotics in the vehicle.  A search of the
vehicle provided seventeen individually wrapped baggies of heroin, and over
$4,500 in cash.

        The driver of the vehicle, Alexis Cartagena (27) of Arnold St.,
Woonsocket RI was arrested and charged with Possession with Intent to
Deliver, and a Municipal Court Warrant.  The passenger in the vehicle, John
A. Garcia (18) of 193 Arnold St., Woonsocket, RI was charged with Possession
with Intent to Deliver.
