General Assembly authorizes Central Falls to issue historic bonds to build, repair city schools

 

STATE HOUSE — The General Assembly today passed legislation introduced by Rep. Joshua J. Giraldo (D-Dist. 56, Central Falls) and Sen. Jonathon Acosta (D-Dist. 16, Central Falls, Pawtucket) that authorizes the city of Central Falls to build and repair schools throughout the city.

The bill (2021-H 6408A, 2021-S 0951aa) would authorize the city of Central Falls to issue bonds, notes or other evidences of indebtedness in an amount not to exceed $5.76 million to finance the construction, renovation, improvement, alteration, repair, furnishing and equipping of schools and school facilities in the city.

“This legislation is an absolutely vital chapter in the Central Falls comeback story,” said Representative Giraldo. “School buildings in the city are in dire need of repair and renovation. The ability of students to effectively learn in those facilities has been seriously compromised, and it has had a negative impact on the health and welfare of the city’s children.”

Rep. James N. McLaughlin (D-Dist. 57, Cumberland, Central Falls), who co-sponsored the legislation and whose district houses Central Falls High School, said, “The high school in Central Falls is very old and it’s in pretty rough shape. It’s served its purpose, but the time has come to replace it to ensure the well-being of the city’s students.”

Passage of the legislation allows the city to submit a bond referendum in November’s election asking the voters of Central Falls for approval.

“In Rhode Island, when communities build schools, they generally float a bond for the total amount, then the state reimburses the community for most of the funding,” said Senator Acosta. “This legislation will allow Central Falls to take out the bond for the amount it is ultimately responsible for paying, and have the state assure the bondholders and developers that they will be paying the remaining amount. Moving the state’s reimbursement from the back end to the front end helps make this project a reality.”

The measure now moves to the governor’s office.

The Texas state House has not reached quorum again as Democrats have yet to return after fleeing to stop a vote on Republican led redistricting efforts. Democratic lawmakers fled to various blue states, including Illinois, earlier this week. The FBI has reportedly agreed to help track down the Democrats as Governor Greg Abbott and others have called for their arrest.        The White House is set to play host for a peace agreement between two warring nations. President Trump will be on hand to oversee the deal between Azerbaijan and Armenia, who have been in conflict since the late 1980s. Trump said both countries will also sign bilateral agreements to pursue economic opportunities together. The White House says the agreement will create a major transportation route, called the "Trump Route for International Peace and Prosperity."        A wildfire burning north of Los Angeles has forced the evacuation of thousands, with thousands more under evacuation warnings. The Canyon Fire started Thursday near Santa Clarita in Ventura County and is still raging uncontained, burning nearly five-thousand acres, as it spreads into Los Angeles County. Over 400 firefighters are battling the blaze. It's near Six Flags Magic Mountain, but the park remains open today.        President Trump and Russian President Putin will reportedly hold a summit. NBC News says it could happen by the end of next week, and the location is still being decided. It's unclear if Ukrainian President Zelesnkyy will be involved or not. The Kremlin has reportedly given the White House a list of demands for a potential ceasefire and the U.S. is trying to get Ukraine and European allies on board.        It's been a week since the manhunt began for the suspect in a deadly mass shooting at a Montana bar. Police say Army veteran Michael Brown killed four people, and is armed and extremely dangerous. The shooting happened in the southwest Montana town of Anaconda last Friday. The U.S. Marshal Service is offering a 10-thousand-dollar reward for information leading to Brown's arrest .        Hollywood is looking for the next Air Bud -- a purebred golden retriever to play the famous basketball-playing dog in "Air Bud Returns." The official Air Bud website is taking submissions and all entrants will be eligible to win prizes like a trip to the movie's Hollywood premiere and Air Bud jerseys. "Air Bud Returns" is set for a summer 2026 release, almost 30 years after the first movie in the franchise came out.
