UPDATE: MATERIAL SAND & STONE ZONING PETITION

Material Sand & Stone previously petitioned the Town Council for a change in zoning relating to their mining operation located off Pound Hill Road and Pine Hill Road. The Town Council held a public hearing on February 18th on the petition, which was continued on March 3 and March 17.  At the March 17th meeting, the Town Council unanimously voted to engage their own experts to review and comment on information presented by the Petitioner and its experts during Town Council deliberations. The Planning Board last held a public meeting on the Material Sand & Stone petition on April 10th , which has been continued to June 10th.

 

The Town - acting through the Town Planner - has been soliciting resumes from experts in the areas of seismology, geology/mine safety, and groundwater. The Town Planner has reached out to various prospective experts; however, has only received one preliminary commitment to date from an expert in seismology. The Town Council will continue the public hearing once all experts have been secured and have been afforded the time to review meeting videos from the February 18, March 3, and March 17 Town Council meetings.

 

During this interim period, the only communication with the Petitioner has been through the Town Planner and the Petitioner’s legal counsel in conjunction with the Town’s efforts to engage outside experts.

2024 Statistical Revaluation Notice

 

The Town is nearing the end of the 2024 statistical revaluation. All residents should have received a notice of value. If you see a large increase in your property assessment, it is due to the current market. The town overall increased by 27%. Single family homes, 2-5 family homes, and residential condos increased by about 31%. Commercial property increased by about 21%.

All property owners are encouraged to review their new assessments and report any discrepancies. Also, if any residents feel they cannot sell their property for the new assessed value or higher, you will have an opportunity to appeal the assessment. The informal hearings with the revaluation company took place at the beginning of April. About 2% of town property owners had requested an informal hearing.

If anyone missed the chance to appeal the value with the revaluation company, residents still have a chance to appeal the value to the Tax Assessor. The 2025 tax bills will be mailed out mid-July. Once received, residents will have an opportunity to appeal the new assessment to the Tax Assessor. Residents will have 90 days to appeal from the first due date (August 15th). The appeal forms may be obtained online or in the Assessor’s office at 83 Green Street, North Smithfield RI 02896.

 

 

 

 

 

Administration Meets With RIDOT Leadership

 

Members of the Administration recently met with RIDOT Director Alviti and members of his staff to discuss progress with the RhodeWorks initiative and the State’s transportation planning process. RhodeWorks became law in 2016 using an asset management approach, which required a complete reorganization of RIDOT. To date, RIDOT has overseen 324 projects and 429 bridges under the RhodeWorks initiative accounting for an estimated $4.2 billion of economic impact in the Rhode Island economy.

The State develops and manages a 10-year transportation plan that is based on identified funding sources and a project prioritization methodology. The

10-year plan is referred to as the State Transportation Improvement Program (STIP) and can be viewed on RIDOT’s website. The Town of North Smithfield recently submitted several projects for inclusion in the STIP including the redesign and reconstruction of the Great Road and St. Paul Street Intersection and sidewalks around the High School and Middle School. RIDOT allows for ongoing modifications to the STIP to account for changing needs and community priorities. STIP projects apply only to state roads, not local roads.

Director Alviti pledged a close working relationship with North Smithfield including supporting and coordinating any future efforts to extend utility infrastructure in the Route 146 corridor. Alviti also forecasted increasing Federal and State funding opportunities for transportation projects in suburban/rural areas.

This will significantly delay your payment because the lockbox will reject the payment and forward it to our office because no payment stub is included.

Live Streaming Open Meetings

LIVESTREAMING OPEN MEETINGS

A. Livestreaming for Town Council, Halliwell Multi-Generational Building Committee, Zoning Board and Planning Board: The Town will provide livestreaming for the open meetings of the Town Council, Halliwell Multi-Generational Building Committee, Zoning Board of Review, and Planning Board whenever feasible via YouTube, Zoom, or some other technology. If technical difficulties occur during the livestream of an open meeting, the open meeting will continue to proceed as scheduled without livestreaming. (Livestreaming increases public access to public meetings in addition to the right of the public to attend open meetings in person.)

B. Public must be physically present to participate. Members of the public, applicants, petitioners, expert s, etc. who want to participate in an open meeting in any fashion must be physically present at the meeting. Members of the public, applicants, petitioners, experts, etc. will not be allowed to participate in an open meeting remotely by offering comment, testimony, or other remarks. through virtual means.

C. No other Board, Commission, or Committee will be livestreamed: Except as specified above, the Town will not provide livestreaming for any other Board, Commission or Committee.

D. Technical Difficulties: If technical difficulties occur during any livestream, the open meeting will continue to proceed as scheduled.
