EXECUTIVE ORDER 

September 10, 2020 

Supplement to 

Declaration of State of Emergency 

Town of North Smithfield, RI 

This Emergency Declaration supplements Executive Orders issued March 15, 2020, March 21, 2020, April 3, 2020, April 16, 2020, May 4, 2020, May 15, 2020, June 1, 2020, and August 18, 

2020 

WHEREAS, on March 9, 2020 the State of Rhode Island Governor Gina M. Raimondo issued Executive Order 20-02 declaring a state of emergency due to the outbreak of COVID-19; 

WHEREAS, on March 15, 2020 a state of emergency was declared for the Town of North 

Smithfield; 

WHEREAS, the Federal Centers for Disease Control and Prevention and RIDOH continue to recommend implementation of community mitigation strategies, including the cancellation of large events and social distancing outside the home. 

WHEREAS, additional measures are necessary to protect the health of the people of North Smithfield and to contain the spread of COVID-19; 

WHEREAS, additional measures are required to manage the financial impact to the Town of North Smithfield and its residents and businesses; 

WHEREAS, the Governor and Legislature of the State of Rhode Island have yet to adopt a budget which defines funds for both aid to education for cities and towns and the status of the plan for auto excise tax phase out; 

WHEREAS, the budget process for the Town of North Smithfield has been impacted by the state budget process and the town’s tax roll was only set on August 12, 2020; 

AND WHEREAS, the deadline for payment of first quarter residential, commercial, and tangible property taxes previously due on August 15, 2020 for the 2020 North Smithfield tax roll has been extended to be due on September 15, 2020; 

NOW, THEREFORE, I, Gary S. EzovsLi, by virtue of the authority vested in me as the Town Administrator in the Town of North Smithfield, pursuant to the Rhode Island General Laws, the Town of North Smithfield Town Charter, and the Code of Ordinances for the Town of North Smithfield do hereby order and direct the following: So ordered: GaryS.Ez skiPE 

1. All declarations of my Executive Orders issued on March 15, 2020, March 21, 2020 and April 3, 2020, April 16, 2020, May 4, 2020, May 15, 2020, June 1, 2020, and August 18, 2020 remain in effect except where superseded. 

2. The deadline for payment of the second quarter residential, commercial, and tangible property taxes previously due on October 15, 2020 for the 2020 North Smithfield tax roll will now be extended to be due on October 29, 2020. 

3. Issue of bills for auto excise taxes will continue to remain on hold due to the lack of action by the state legislature and Governor in determining how the current budget challenge will impact the phase out plan for auto excise taxes. 

This Executive Order shall take effect immediately, remain in full force and effect unless cancelled or extended as deemed necessary by the Town Administrator.
