Rhode Island 401Health Mobile App


 The 401Health app, offers a convenient option for Rhode Islanders who received a COVID-19 vaccination to access their verified record with the touch of a button.

The free Rhode Island app is now available through the Apple App store and on the Google Play store in English and Spanish depending on smartphone settings.


Due to the recent surge of positive COVID-19 cases, and to protect all resident and Town Hall employees, we are asking anyone entering Town Hall, regardless of vaccination status, please wear a mask.

All dogs within the town must be licensed by April 30, 2022 to avoid a late fee. The cost is $6.00 per dog and proof of rabies immunization is required. 


For your convenience and safety, we are continuing to use our online dog license program. We encourage you to apply for dog licenses online.

If you are unable to access this program, we strongly suggest that you mail us a new or updated rabies certificate along with a check for $6.00. In return, our office will send your original rabies certificate back to you with your license to the mailing address provided.

North Smithfield – Full Revaluation Project for 2021

Please note the revaluation company will be working in Assessor plat 12 starting December 20, 2021.


The Town of North Smithfield is preparing to visit and inspect all improved properties in the Town as part of the 2021 Revaluation Project. The state of Rhode Island mandates that cities and towns revalue all property every three years, (RIGL 44-5-11.6). The town has hired Northeast Revaluation Group, LLC, a municipal revaluation vendor located in Warwick, RI to assist with the project. The process is expected to begin mid-April 2021.

Data collectors from Northeast Revaluation will have identification badges, will be wearing red vest, and their automobiles will be registered with the North Smithfield Police Department. When visiting a property, inspectors will place a specialized door hanger on the appropriate door, knock, and step back a minimum of six feet. The door hanger will explain that the data collector will be inspecting the outside of the home. It is important to note that no valuation decisions are made at the time of inspection. At a later date, the property owner will receive an Interior Data Verification letter that will provide an opportunity to review the interior features and make adjustments. The assessing department has additional details regarding this process should homeowners have a question.

Since all assessed valuations are based on sales as of a certain date, later changes in the market will gradually make assessments out of step with the real estate marketplace. The rise and fall of real estate values make certain properties more valuable or less valuable, in relation to each other. It’s for these reasons that the State settled on the three-year schedule for property revaluations.

The project is scheduled for completion in early 2022 and property owners can expect to receive a new assessment notice at that time. The notice will include the new property assessment and information regarding informal appeals. For any questions regarding this process, please call the Assessor’s office at 401-767-2200 ext. 325. The town will also be informing residents of the whereabouts of the inspectors throughout the town, which streets, or section they will be working in. This will be posted weekly on the town website, and in the town’s newsletter.


North Smithfield Food Pantry



Tomorrows Food Pantry Pick Up Is Cancelled



The Food Pantry is for North Smithfield residents.

You must have a photo ID and a bill that confirms your North Smithfield address. You can attend the Food Pantry all four times it is open per month.

The Pantry is located at the Slatersville Congregational Church

UCC on the Common.

Due to the pandemic, the food is distributed through a drive through at the church. Please stay in your car and line up on Green Street and you will be welcomed and instructed. We are also asking clients to please return to mask wearing.

The Town will provide livestreaming for meetings of the Town Council, Zoning Board, Planning Board and Halliwell Review Committee via Zoom. (Livestreaming increases public access to public meetings in addition to the right of the public to attend open meetings in person).


Members of the public who would like to be heard may speak during Town Council Open Forum (good and welfare).


The public may speak during Public Hearings that are identified as such on the agenda.


Applicants, petitioners, experts, etc., may present and discuss materials during meetings in person or electronically.


Meetings of the Town Council, Halliwell Review Committee, Zoning Board and Planning Board will be livestreamed via a Zoom link provided on the agenda.
