General Assembly passes legislation allowing interstate compact for professional psychological services

 

STATE HOUSE — The General Assembly today passed legislation introduced by Sen. Alana M. DiMario (D-Dist. 36, Narragansett, North Kingstown) and Rep. Joseph M. McNamara (D-Dist. 19, Warwick, Cranston) that would increase public access to professional psychological services by allowing for telepsychological practice across state lines as well as temporary in-person, face-to-face services in a state where the psychologist is not licensed to practice psychology.

The bill (2022-S 2605, 2022-H 7501) would authorize the governor to enter into the Psychology Interjurisdictional Compact and would designate an office to administer it. The act would also create an interstate agreement that would allow limited telepsychological practice to be conducted across state lines among member states.

Through passage of this legislation, we would be joining 33 other states to allow for telehealth services across state lines in participating states with a universal credential through the compact that maintains high standards of patient protection and care,” said Senator DiMario. “Without passage of this bill the temporary COVID waivers allowing this will expire at the end of June, which would leave many Rhode Islanders suddenly without access to their treatment and many providers having to end care for their out of state patients.

Requirements for receiving and maintaining licensure vary significantly across states. The Psychology Interjurisdictional Compact makes it easier for psychologists to practice telepsychology (providing services remotely) across the states within the compact, reducing burdens of maintaining multiple licenses across states.

“As lawmakers, we have been working on creative ways to reduce the barriers providers face in obtaining a license to practice,” said Representative McNamara “The National Institute of Mental Health estimates that one in four adults, or 60 million people, experience mental illness. This legislation is another creative way to address the shortage of mental health professionals to get all Rhode Islanders the care that they need.”

The measure now moves to the governor’s office.          

 

      

 

A final floor vote is expected this morning on President Trump's domestic spending agenda. House Republicans have been working through the night to get members of their own party to vote for the massive spending bill. The overnight vote to begin final debate was 219-213, moving the bill to just one more vote away from landing on Trump's desk.        New court documents claim Kilmar Abrego Garcia was beaten and tortured while being held in an El Salvador prison. The 30-year-old El Salvador native was living in Maryland when he was deported earlier this year in a move that sparked controversy. New details of his prison stay came out Wednesday as part of a lawsuit filed by his wife against the Trump administration.        Rapper Sean "Diddy" Combs has been found guilty of transporting people for prostitution. The verdict was delivered Wednesday at a federal courthouse in New York City. Combs was found not guilty of the most serious charges against him, including racketeering and sex trafficking. He's expected to be sentenced in October.        The FAA is investigating after 15 people were injured in the crash of a New Jersey skydiving plane. The Cessna went off the runway and crashed at Cross Keys Airport in Gloucester [[ GLOSS-tur ]] County yesterday. Three of the injured are in critical condition.        A new study suggests there's no safe amount of processed meat. In a report published this week, researchers said they looked at data from over 60 previous studies on the relationship between health and processed meats, and found that "habitual consumption" of even a small amount of processed meat is linked to poor health.        Los Angeles Dodger Clayton Kershaw is now a member of the three-thousand strikeout club. Kershaw struck out three Chicago White Sox at Dodger Stadium last night. He reached the milestone when Vinny Capra took a called strike three on a slider in the sixth inning. Kershaw is only the 20th pitcher to ever record three thousand strikeouts.
