Rep Fascia’s Bill Protects School Children with Buffer Zone for Level 3 Sex Offenders

State House, Providence, RI – Freshman Rhode Island House Representative Richard Fascia (District 42 - Johnston/Cranston) introduced his first piece of legislation (H 5925), a bill that would establish a 300-foot buffer zone around schools for registered Level 3 sex offenders. This is consistent with other such sex offender statutes.

Fascia noted that a void was created by the Supreme Court last year when they struck down a previously established 1000-foot buffer as discriminatory for Level 3 sex offenders, but offered no alternative, thus creating a void in the law. This proposed bill will establish a 300-foot radius around schools, consistent with existing statutes that address Level 1 and 2 sex offenders, thus offering greater protection to Rhode Island children and their communities.

Offenders would not be able to establish residency within the zone or otherwise be within it. Violation of the new zone would be a felony.

"We cannot offer our children enough protection from these monsters,” said Fascia, a retired Providence Police Officer and security professional. “I look forward to this important bill passing through committee and moving to the House floor for a final vote.”

Fascia has contacted the Attorney General's Office for input and support.

Both Minnesota and Illinois are suing the Trump administration over ongoing immigration enforcement tactics. The separate lawsuits filed Monday come after the administration surged enforcement activity in Chicago and in Minneapolis, where an ICE agent fatally shot a woman last week. Former President Bill Clinton and former Secretary of State Hillary Clinton were originally ordered to appear before the GOP-led committee in December, but asked that the date get pushed back to today - January 13th.        A Georgia prison remains on lockdown while a deadly riot is under investigation. The Georgia Department of Corrections revealed Monday that the fights that broke out the day before inside Washington State Prison were gang-related. Three inmates were killed, while 13 inmates and a guard were treated for injuries.        The U.S. Marshals Service has joined the search for Hollywood actor and director Timothy Busfield. He's facing child sex and abuse charges lodged by twin brothers who allege it occurred while working on the television series "The Cleaning Lady" in 2022. Police in Albuquerque, New Mexico say the federal agency stepped in to assist with the arrest warrant, which was issued Friday.        The Texans eliminated the Steelers from the NFL playoffs with a 30-6 win on Monday Night Football. The Texans win wraps up Wild Card weekend in the NFL as eight teams remain in Super Bowl contention.
